Why Survey Silent Reading Skills?

Good silent reading affects reading comprehension and learning. Having the skills to read without speaking out loud, under one’s breath, stopping and starting is necessary to grasp the meaning of a passage, versus individual words. Having good oral reading skills (see Oral Reading by Helen H. Heron); reading out loud, creating a flow of words is an essential skill set to have before silent reading can be mastered.
