Special Agent Mike Frye would've much preferred to enjoy his drink in one of Chiba City's many nightclubs, but instead, a call from his boss, Goro Tokito, drags him back to City 0. Still hungover and thoroughly irritated, Mike hops on budget flights across half the world, only to arrive at Tokito Corp HQ and find it in ruins.

The blood of hundreds of employees stains the floors, the Chief Operational Director Colin Burke is missing, and no one knows who the hell Kevin is, but everyone's desperate to find him. As if things couldn't get worse, the betrayal of the higher-ups stops sounding like a conspiracy theory, and a mysterious locked safe becomes the focus of a ruthless mercenary company that takes no prisoners.
