  • has
  • power

  • modify

  • order.

  • political
  • system,

  • right
  • of
  • each
  • individual
  • to
  • have
  • a
  • voice
  • in
  • the
  • making
  • of
  • social
  • policies
  • as,
  • indeed,
  • he
  • has
  • a
  • vote
  • in
  • the
  • determination
  • of
  • political affairs.
