I state for serious consideration, that you can not however you try, to put sheep costumes on goats and convince everyone that they are 'sheep' of God's pasture. It is my opinion that there is a misunderstanding of what is called "the great commission" in an effort to make everyone into a sheep no matter what they were created to be, be that a goat or even something else. We have to be careful not to try and convert that which God made as unconvertible.
The answer is straightforward. In both the Old and New Testaments, it is the Israelites under various covenants that the applicable verses are directed to. The law is the realization that those not under any covenant must operate not necessarily under the letter of the law but the spirit of the law - a balance of the two if you will. I think one way of performing this is to see the Law of the Old Testament as being a map for living under God's direction, and the Spirit in the New Testament as providing the power necessary to follow it.

Perhaps some of that cleansing has begun with the Bible warning that "My people are destroyed for lack of knowledge."
