In the domed city of Las Vegas, people get a voice in their weather.

Citizens serve on committees that make decisions about everything from public

health to road construction. Think jury duty, only on a city-wide level.

The most secretive committee? Weather. The names of participants remain

protected—to avoid bribes, constant harassment, or worse.

For two of the commissioners, "or worse" hits on a hot July evening.
